Creating a RSS/Feed Aggregator?

Do any one of you know how to create an RSS Feed Aggregator? Today one of my friend has called me up and asked to create a RSS feed aggreator. At first he asked me that will i be able to create a blog aggregator. I got little bit confused on hearing about blog aggregator. Later he told that it is feed aggregator. He wanted to create that using php and mysql and the aggregator should be updating itself automatically every fifteen minutes. I told him that i will try to make the same.

I have posted my blog feeds on many aggregators on the net. But i never thought of creating an aggregator like that. Anyway i will try my level best to create on.

Do you know more about creating an rss/feed aggregator? Kindly share your information in creating Feed Aggregators. Which will be useful for my blog readers and for me.
